Moisés Moreno-Rivera

Senior Program Manager for Climate Resilience, Trust for Public Land

Moisés Moreno-Rivera joined the Trust for Public Land’s California team as their Government Affairs Senior Program Manager for Climate Resilience in February 2024. Before this role, he was Deputy Secretary for Environmental Justice, Tribal Affairs, and Border Relations at the California Environmental Protection Agency and had been Assistant Secretary for Equity and Environmental Justice at the California Natural Resources Agency, both gubernatorial appointments. His lived experiences have influenced how he has addressed core issues of environmental injustice.

Moisés has worked to integrate and elevate racial equity and environmental justice priorities into agency programs, policies, and procedures. This included removing barriers to state funding, improving internal processes to protect tribal cultural, traditional, and subsistence water uses, raising public health awareness of groundwater contamination and finding solutions for those without safe and affordable drinking water, and expanding meaningful community engagement and language access, among others. He also established programs to celebrate cultural diversity in environmental stewardship and, most importantly, built meaningful partnerships with those at the forefront of environmental injustice, including California Native American tribes, low-income communities, and communities of color.

He was raised in the East Coachella Valley, bordering California’s Salton Sea. Moisés holds a Bachelor of Arts in Peace and Conflict Studies from the University of California, Berkeley, and a Master of Arts in Latin American Studies from the University of Florida. In his spare time, he can be found reading at a local coffee shop, experiencing the outdoors, and spending quality time with friends and family.
